Memo of Support for Constructional Carry Law (HSB 254)

Download PDF Version Here
Chairman Holt, Representative Klein, and Representative Wessel-Kroeschell, on behalf of the members of Iowa Gun Owners I would like to express our support for House Study Bill 254, especially the sections dealing with Constitutional Carry law and the phase out of Iowa’s permit to acquire pistols and revolvers. The members of this sub-committee are well aware of what Constitutional Carry is, so I will just quickly summarize our member’s support for this crucial piece of legislation. HSB 254’s Constitutional Carry provisions would make Iowa’s existing ‘Shall Issue’ laws optional for law-abiding gun owners, and allow them to carry a firearm for any lawful purpose without being forced to pay fees, obtain government permission, or add their name to a state or federal database. Undoubtedly, anti-gun organizations funded by Michael Bloomberg’s money will try to convince you that passage of this legislation will lead to a ...

Memo of Support for Constitutional Carry and the Second Amendment Preservation Act (H.F. 250 & H.F. 518)

Download PDF Version Here
The members of Iowa Gun Owners did their jobs last fall and rejected anti-gun candidates up and down the ballot. Besides defeating Joe Biden, gun owners threw Abby Finkenauer out of Congress and kept J.D. Scholten, Rita Hart, and Theresa Greenfield out of office -- while increasing the size of the GOP’s majorities in the Iowa legislature. In other words, the Iowa legislature was given a mandate by Iowans to advance the Second Amendment as much as possible. On behalf of the members of Iowa Gun Owners, I am writing to urge you to support two bills that are top priorities for our members this year. First is H.F. 250, Constitutional Carry legislation, filed by Jeff Shipley. Constitutional Carry law would allow law abiding Iowans to carry a firearm for all lawful purposes, without having to pay fees or add their names to a government ...

Memo in Opposition to Red Flag Gun Seizure Legislation (H.F. 24)

Download PDF Version Here

Overview:

Rep. Bruce Hunter’s H.F. 24 (Red Flag Gun Seizure legislation) is full of unconstitutional constructs that are damaging to the Second Amendment as well as fundamental (and centuries old) judicial concepts like ‘innocent until proven guilty’ and basic ‘due process’ rights. On behalf of the members of Iowa Gun Owners, I am writing to urge you to oppose this legislation at all points in the legislative process.

Bad Policy:

H.F. 24 allows over a dozen different family members, including distant relatives that an Iowan may not have seen in decades, to ask a judge to order the immediate surrender of a gun owners’ firearms BEFORE he has been arrested, charged, or convicted of anything. In addition, the presence of ex-parté proceedings, found on page 2 (line 28) through page 5 (line 6) means that the hearing that determines whether or not an Iowan will ...

Memo in Opposition to Universal Background Check (H.F. 128)

Download PDF Version Here

Overview:

Rep. Bruce Hunter’s H.F. 128 (Universal Background Checks or UBCs) is a direct attack on the Second Amendment freedoms of millions of law-abiding Iowans and would make felons out of countless gun owners, while doing nothing to stop criminals. On behalf of the members of Iowa Gun Owners, I am writing to urge you to oppose this legislation at all points in the legislative process.

Failed Policy:

House File 128 requires a government background check before the sale or transfer of any firearm in the state of Iowa. A violation of H.F. 128 is an aggravated misdemeanor, which carries a two-year jail sentence, making it a felony offense for federal ‘prohibited persons’ purposes. While politicians like Bruce Hunter and the members of the House who cosponsored this bill claim their intention is to stop criminals with these background checks, the truth is that UBCs ...
